Abstract:
Relative to adult education and literacy, this document examines how well the states are performing leadership functions, the current extent of state commitment, and what is needed to improve state leadership capacity and future commitment. In particular, the paper reviews how the adult education and literacy system (AELS) functions within the intergovernmental system, the state role in adult education and literacy service in its various dimensions, and, the three major functions states play in the AELS and problems/challenges associated with those functions.
