Abstract:
The handbook summarizes the experience of leaders in language teaching in the United States. Included are needs assessment, scope and design considerations, criteria for evaluating effectiveness, procedures for evaluation, coordinating the ELT program with other services, and allocation of resources. Appendices include a description of the MELT Resource Package, Student Performance Levels Document, assessment instruments, and cost formulas.
