Abstract:
The report summarizes the experience of the JTPA program, the Perkins Act Programs, and the FSETP and JOBS programs with the development of indicators of program quality and performance standards. It details in five areas what adult education may learn from the experience of the programs and apply to its effort to develop indicators of program quality under the guidelines of the National Literacy Act of 1991.
