The Adult Education and Family Literacy Act (AEFLA, 1998) "provides basic skills instruction through a variety of providers for adults who are functioning below the high school completion level. As a part of a larger workforce bill (the Workforce Investment Act), this legislation has changed the culture of adult education..."
