Abstract:
This report is the latest in a series of annual research papers on the California Innovation and Alternative Instructional Delivery Program. Due to "flex funding" legislation, the enrollment of adult students in the "innovation programs" in 2009-2010 declined 55% from the previous year. The report presents data from the annual Innovation Program applications, the statewide student information system, TOPSPro, and statewide CASAS reading and listening tests. Data covers distance learning program characteristics, learner characteristics, and learner progress and outcomes using several measures. For the fifth year, the report is able to compare and contrast key outcome data between classroom, distance learning only, and blended learning.
