Abstract:
The report describes how the U.S. Department of Education and the States met the challenge of providing relevant educational services to homeless adults under the first year of the Stewart B. McKinney Homeless Assistance Act. Based on final reports from state programs, it includes program approaches, numbers and composition of population served, staffing, barriers to success and outcomes. Recommendations to strengthen future efforts are included. Appendices list state directors of Adult Education, coordinators of Adult Education for the Homeless Programs, resources, and states by Adult Education Region. The authorizing legislation and the rules and regulations for the program are printed.
