Abstract:
This report provides information on the State Grant Program of the federal Adult Education Act, its coordination with federal employment training programs, and the extent to which it ensures accountability for results. The study concludes that although the program addresses the educational needs of millions of adults, it has had difficulty ensuring accountability for results because of a lack of clearly defined program objectives, questionable validity of adult student assessments, and poor student data.
