This document is Part 1 of a final report of the Secretary's Commission on Achieving Necessary Skills (SCANS) and is a follow-up to What Work Requires of Schools. This document describes the economic choices facing the United States, defines the workforce issue, and makes recommendations to set the nation on the path to a high-performance future. Part II is titled A Blueprint for High Performance.
