"Having the awareness, skills, agility, and confidence to be empowered users of new technologies and adapt to changing digital skill demands. Digital Resilience improves capacity to problem solve and upskill, navigate digital transformations, and be active participants in society and the economy"
DRAW embraces the term digital resilience, developed in 2020 by the Digital US Coalition. In focus groups conducted for the scan, learners themselves, "noted the diverse ways each of them uses technology in their daily lives and work." The framework which best represents this aspirational goal for adult learners is the International Society for Technology in Education’s (ISTE) SkillRise Profile of a Lifelong Learner. The profile links digital skills to behaviors, mindsets, and actions and describes five learner features (diagram below):

- Seattle’s Digital Equity organized into 10 categories and 74 distinct digital skills - Digital Skill Sets for Digital Learners
- Maryland’s Digital Literacy Framework for Adult Learners defines different elements required to navigate in an ever-evolving digital landscape.
- The European Union’s Digital Competence Framework for Citizens (DigComp 2.2) has five areas of digital competence with hundreds of examples of related knowledge, skills, and attitudes.
